feat(llm): enable Gemini search with client tools - #1209

Enable `includeServerSideToolInvocations` when combining Google Search with client function declarations, and ignore server tool call/response parts during streaming so requests using both search and tools succeed. Also register Gemini 3.8 Flash models and generalize Gemini 3 version matching for thinking configurations.
