From 3.5.0 the portable is published as InstallerClean-portable.exe, with no version in the filename, so the old autoupdate URL no longer matches and Excavator can't follow it.

This updates the url and hash to the 3.5.0 portable and points autoupdate at the unversioned name. It also drops the #/ fragment, which isn't needed now that the asset already has the name Scoop saves it as, and the autoupdate hash block, whose .sha256 file the releases stopped carrying in September. Scoop reads the hash from GitHub's asset digest instead.
