Summary

Follow-up to #1358 (core persistence). Adds the Electron and Node SQLite persistence packages:

db-electron-sqlite-persisted-collection — IPC bridge (main ↔ renderer) for SQLite persistence in Electron apps, with ElectronCollectionCoordinator for cross-window sync
db-node-sqlite-persisted-collection — Node.js persistence via better-sqlite3 (also used as the test driver for the Electron package)

Test plan

Electron IPC unit and type tests pass
Electron runtime bridge e2e tests pass
Electron persisted collection full e2e suite passes
Node driver and persistence unit tests pass
Node core adapter contract tests pass
Node e2e tests pass
