Recent PRs to the database reassert the behavior of the nearest city including the State. Which makes sense. Adjusting tests to do so here. |

Summary
Due to not actually running the matrix, the Water Supply location bug was incorrectly addressed.
This reverts back to only the latest-dev matrix entry failing while the database change is discussed.
