the country selection don't have a line at the top

Describe the bug
when we scroll to the top of the country selection, there's a missing line
To Reproduce
Steps to reproduce the behavior:

1. Go to 'settings'
2. Click on 'country'
3. Scroll to the top
4. See error

Expected behavior
there should be this line
