Add ty to pre-commit

Note

Adds ty type-checking hooks (including docs checks) to pre-commit and updates dependencies by bumping beartype and adding ty to dev deps.

• Pre-commit/CI:
  • Add ty and ty-docs hooks in .pre-commit-config.yaml (uv run --extra=dev ty check and docs via doccmd).
  • Include ty/ty-docs in CI skip list.
• Dependencies:
  • Bump beartype to >=0.22.9 in pyproject.toml.
  • Add ty==0.0.1a34 to dev optional dependencies.
