Overview
Updates the QA theme deployment artifact to the prerelease vc-theme-b2b-vue package built from vc-frontend PR 2445, replacing the previous PR 2436 package URL in theme/artifact.json.

Deploy workflows read this URL (e.g. deploy-theme.yml) when publishing the theme, so this change only switches which frontend build gets deployed for the linked VCST QA tickets—no application code changes in this repo.
