Changes the platform container image used for backend deployments; behavior depends on differences between the PR preview and 3.1063.0 release builds.

Overview
Updates backend/packages.json to deploy the stable Virto Commerce platform 3.1063.0 instead of the PR preview tag (3.1063.0-pr-3098-057b-vcst-5450-057baf32).

PlatformVersion and PlatformImageTag both now point at 3.1063.0, so backend deploy (e.g. PLATFORM_TAG from this manifest in deploy-backend.yml) will build against the release ghcr.io/virtocommerce/platform image rather than the ephemeral PR build.
