Manifest-only change that swaps a prerelease Customer module zip for the stable 3.1023.0 blob in QA; no application code changes.

Overview
Updates the Azure Blob override for VirtoCommerce.Customer in backend/packages.json so QA pulls VirtoCommerce.Customer_3.1023.0.zip instead of the 3.1023.0-alpha.1009-vcst-5450 prerelease package. The module id and base version stay 3.1023.0; only the deployed artifact name changes.

This matches the automated vc-module-customer CI bump for the QA environment. There is also a trivial end-of-file newline on the manifest.
