Overview
Updates the AzureBlob module manifest in backend/packages.json so VirtoCommerce.ProfileExperienceApiModule is pulled from the stable artifact VirtoCommerce.ProfileExperienceApiModule_3.1017.0.zip instead of the pre-release blob ..._3.1017.0-pr-143-58c3.zip.

The module entry is reordered to sit after VirtoCommerce.XCart in the AzureBlob Modules list (same module, different list position). No platform version or other module versions change in this diff.
