Updates backend/packages.json so the AzureBlob source for VirtoCommerce.XCart uses VirtoCommerce.XCart_3.1031.0.zip instead of the PR build VirtoCommerce.XCart_3.1031.0-pr-139-2f78.zip.

This is an automated QA manifest bump: deployments that run vc-build InstallModules against this file will pull the stable blob artifact rather than the prerelease package, with no other module or platform version changes in the diff.
