Add Belarusian (be-BY) localization across the app, CLI, installer, and uninstaller.
Note: The translations are written using Belarusian Classical Orthography (Taraškievica), but currently use the
be-BYlocale code, which corresponds to the official reformed orthography.Some platforms (e.g. Wikipedia) use a separate code like
