Media: Add 8px gap between Media Library search field and button on mobile/tablet

Description

On mobile and tablet viewports (<= 1000px), .wp-filter p.search-box in src/wp-admin/css/media.css set column-gap: 0;, which removed the default 8px (0.5rem) gap defined in src/wp-admin/css/forms.css. This caused the search input field (#media-search-input) and the "Search Media" submit button to touch with zero spacing.This PR sets column-gap: 0.5rem; for .wp-filter p.search-box under @media only screen and (max-width: 1000px), restoring the expected 8px spacing consistent with other admin search boxes.
