chore(inkless): bump jooq-docker version

Older version present issues on latest versions of Docker on Mac.

Users have reported:

Actually, bumping this version seems to be forcing JOOQ 3.20 which is compiled on JDK21+. As we still have the JDK17, this is a bit of an issue.

The workaround I'm currently using to build Inkless on Mac is to use Podman. The Docker issue seems to be related to a minimal version bump, see https://blog.no42.org/article/docker-broke-the-internet/
