Adding support for devices with NEC either via lirc or via evdev
- Add ioctl include and full EVIOCGBIT bitfield in evdev reader; document FAB4 MSC_RAW bit order. - Rename LIRC scancode reader params; warn when evdev RX uses default LIRC0 for ACK TX. - Introduce WFR_FRAME_* framing constants (keep WFR_RC6_* aliases); use in encode/decode/ACK paths. - Rename udev rule to 99-infrafid-ir.rules (rc-6 nec); update install, debian, rpm, README.
