Summary

  • Fix config.yaml detection: orchestrator skipped the ls engagement/config.yaml check and re-prompted for setup even when config existed. Restructured the instruction from a numbered list inside a code block to an executable bash block with explicit branch directives.
  • Move teammate boilerplate to CLAUDE.md: ~110 lines of identical boilerplate (task workflow, state writes, tool execution, operational rules, stall detection, activation protocol) were repeated across all 13 domain templates. Moved to a new § Teammate Protocol section in CLAUDE.md — teammates inherit this automatically. Templates now contain only domain-specific content.
  • Defer shell-mgr spawn: shell-mgr now spawns in the background after the first domain teammate is working, instead of blocking startup alongside state-mgr. Cuts ~2 min from time to first scan.
  • Restore default model in run.sh: removed --model sonnet override.
  • Slim CLAUDE.md: removed stale subagent model table, trimmed directory layout, merged redundant sections (348→280 lines).

Test plan

  • Run /red-run-ctf with existing engagement/config.yaml — verify config wizard is skipped
  • Run /red-run-ctf fresh — verify state-mgr spawns alone, routing proceeds immediately, shell-mgr deferred
  • Verify domain teammates follow Teammate Protocol from CLAUDE.md (load skills, state writes via state-mgr, activation sequence)

The orchestrator's config detection step was formatted as a numbered list
inside a generic code block, causing the model to skip the bash check and
jump straight to the config questions even when config.yaml existed.
Restructured as an executable bash block with bold branch directives.

Also removed --model sonnet override from run.sh to use the default model.

Teammate templates had ~110 lines of identical boilerplate each (task
workflow, state writes, tool execution, operational rules, stall detection,
activation protocol). Since teammates inherit CLAUDE.md, moved shared
sections into a new § Teammate Protocol section. Templates now contain
only domain-specific content (~40-50% smaller).

Also restructured orchestrator startup: spawn state-mgr alone, proceed
to first routing decision immediately, defer shell-mgr to background
while the first domain teammate is working. Cuts ~2 min from time to
first scan.

CLAUDE.md rewritten: removed stale subagent model table, trimmed
directory layout, merged redundant architecture sections (348→280 lines).
