Changes proposed in this pull request:

  • Updates the npm version
  • Removes older version of rexml ruby gem
  • Build spruce to resolve CVEs until we can remove it

security considerations

Updating npm and removing old ruby gem version resolves CVEs. Building Spruce ourselves also removes CVEs
