When a Chat delivery fails after its last retry, its pending messages end as
failed. A harness configuration error fails them on the first attempt. A turn the agent already runs keeps running, and the next delivery saves its reply. A failed message does not go back to the delivery queue when the page connects again.The Chat page shows Send again on a failed, interrupted, or cancelled message. It creates a new message with the same text and attachment, so a message with only a file can also be sent again. The page no longer shows Connect again, because a new connection does not retry a failed message.
In a Slack, GitHub, or WhatsApp conversation, Druks also replies in the channel with one short line that the message failed, unless the conversation is paused or its connection was removed. The delivery lock covers the retries and the failure, so another delivery cannot take the messages between them.
Fixes #786.
