Switch RASL hints to query strings

Avoiding magic parameters made sense when RASL might have been loaded directly, but since it is now purely a retrieval layer then we can go wild. It'd make parsing simpler and provide a cleaner authority.

Note that there are some ideas regarding extending implementations like helia-verified-fetch to enable custom plugins for resolvers, where we could potentially resolve RASL hints too.

This is still early stage, and needs to get into a design
