docs: update CHANGELOG.md for v1.68.0 and document cancelled v1.66/v1.67#2910

This is a docs-only changelog update. The changes correctly:
- Replace the placeholder v1.68.0 entry with a fully documented release (31 PRs, proper sections)
- Add v1.66.0 and v1.67.0 entries noting they were cancelled releases

releases/tagURLs
No bugs or inconsistencies were found in the changed lines.
