Support temporary authenticated VS clones and caller-pinned backport minors. Compute official VS minor versions from the Patch Tuesday heuristic with reproducible timestamps and evaluation-time validation. Keep command-line progress separate from structured output. Refresh source-branch refs when the inserted build commit is absent from the local clone, with regression coverage and usage documentation. Adds a script which creates a branch for a backport to VS formed from the correct branching point, configures the insertion target and updates VsMinorVersion.
Also some msbuild shenanigans that will overwrite the VS minor version on signed builds based on an approximate snap time, to help us maintain version monocity when we do backports.
