Bumps score_baselibs, score_docs_as_code, score_tooling and score_logging (pinned to a commit for baselibs compatibility), refreshes MODULE.bazel.lock, and adds a persistency-level Renovate override that lifts the central score_tooling cap.

Bump module dependencies and add Renovate config

Renovate needs a persistency-level override to lift the central score_tooling cap, as the module is already on 3.x.
score_logging and score_test_scenarios stay pinned to commits for compatibility with newer baselibs and the score/ path layout.
