The pull request adds a Cookiebot consent source, changes consent-category mapping across CMP sources, and centralizes Google Consent Mode mapping and resolution for gtag and d8a. It also updates related tests, examples, release notes, and documentation.
CookieFirst no longer maps necessary cookies to functional. CookiePro maps C0001 to necessary and C0005 to social. CookieFirst and CookiePro require all categories mapped to one group to be granted. Case-insensitive category-map matching is added where described. Tests, examples, and authoring guidance reflect these rules.
Cookiebot source and lifecycle packages/web/sources/cmps/cookiebot/...
Adds a Cookiebot source that reads stored consent, handles accept and decline events, maps categories, filters implied consent by default, suppresses duplicate states, and removes listeners on destruction. Types, settings, examples, trigger behavior, and tests cover the source.
Cookiebot package and documentation website/docs/sources/web/cmps/cookiebot/index.mdx, website/docs/sources/web/cmps/index.mdx, website/docs/sources/index.mdx, website/package.json, website/sidebars.ts
Adds Cookiebot to website dependencies, source listings, and navigation. Adds integration documentation.

Shared Consent Mode mapping and resolver packages/web/core/src/consentMode.ts, packages/web/core/src/index.ts, packages/web/core/src/__tests__/consentMode.test.ts
Adds shared Consent Mode mapping utilities. The default maps analytics to analytics_storage and marketing to advertising parameters. A parameter is granted only when every mapped group is true in the full consent state.
Both destinations use the shared defaults and resolver. Consent updates use the full current state while limiting updated parameters to those related to changed groups. Tests cover mappings, state updates, and CMP-source inputs.

Make the presence-based example enforce any-deny-denies.
The example is not limited to one-to-one mappings. With multiple IDs mapped to one group, it grants the group when any active ID is present. This conflicts with the any-deny-denies rule and can mislead authors who define a custom many-to-one map.
📝 Suggested fix
**Presence-based CMPs** (CookiePro): Only active groups are listed (e.g.,
-`",C0001,C0003,"`). Absence means denied. You MUST initialize ALL mapped groups-to `false`, then set active ones to `true`:+`",C0001,C0003,"`). Absence means denied. You MUST report EVERY mapped group+with an explicit value. A group is `true` only if every ID mapped to it is+active:
```typescript
-// Presence-based CMPs: initialize all groups to false, then set active to true-allMappedGroups.forEach((group) => {- state[group] = false;-});-activeIds.forEach((id) => {- if (map[id]) state[map[id]] = true;-});+// Presence-based CMPs: evaluate every mapped ID; any deny denies+const active = new Set(activeIds.map((id) => id.toLowerCase()));+Object.entries(normalizedMap).forEach(([id, group]) => {+ const granted = active.has(id);+ state[group] = state[group] === undefined ? granted : state[group] && granted;+});
Update the presence-based CMP example in the Presence-based CMPs section to
handle many-to-one mappings using any-deny-denies semantics: report every mapped
group explicitly, and mark a group true only when all IDs mapped to it are
active. Replace the current initialization-and-grant loop so an active ID cannot
grant a group when another mapped ID is absent.
Make explicitOnly: false handle already-loaded implied consent.
If Cookiebot grants implied consent without a dialog response before this source starts, Cookiebot.hasResponse is false. The source checks hasResponse before its initial consent read, so explicitOnly: false does not publish that consent. Consent-gated destinations can keep waiting. Read an existing consent.method during initialization, then apply the explicitOnly filter; update this guidance if that behavior is not supported. Cookiebot defines hasResponse as a response to the dialog. (raw.githubusercontent.com)
