Rubyc Files for Ruby 3.1.3

This release holds the compiled rubyc files for each platform: mac-arm64, mac-amd64, and linux-amd64.

Download the file for your platform, unzip, and execute the rubyc file per instructions in the readme.

Note that for the Mac files, you'll likely need to work around the Gatekeeper
