…H builder - _fetch_range: retry only on HTTP 403 with 3 s / 6 s backoff (the 9 s delay was never reached), drop the unreachable fallback paths. - Skip itag 18/22 only for YouTube results and only when the DASH builder can actually play the video (dashbuilder enabled and ISA supports mpd); users without the DASH builder or ISA keep the muxed fallback, and other extractors with numeric format ids are unaffected. - Tests for a persistent 403 and for the gated progressive skip.
