## docs(arxiv): XC7A100T has 63,400 LUTs, not 126,800

Two arXiv sources described the platform as `QMTECH XC7A100T-1FGG676C
(Artix-7, 126,800 LUTs, 240 DSP48E1)`. 126,800 is that part's **flip-flop**
count. Its LUT count is 63,400. Corrected in both files, one line each:

The replacement number was verified against this repository before it was
propagated, not taken on the source PR's word. The board table the compiler
actually uses agrees, and so does every spec that encodes the part:

That is also the standard 7-series decomposition -- 15,850 slices at 4 LUTs
and 8 FFs each -- and the doc's own `240 DSP48E1` is XC7A100T's DSP count, so
the part identification was never in doubt; only the column was wrong.

Corroboration from a real utilization report already in the tree:
`docs/phd/appendix_I.md:196` reads `FF: 27 / 126800`, using 126,800 as the FF
denominator.

**Found, not fixed here.** `docs/phd/appendix_F.md:14`, `appendix_I.md:195`
and `docs/phd/ch28.md:87` give XC7A100T's LUT count as 101,440 -- a *different*
wrong number (that is the marketing logic-cell figure, 63,400 x 1.6). It is
out of scope for this change and is left for its own PR.

## Honesty limits (BINDING)

- **This is the uncontested subset of #2081, and nothing more.** #2081 carries
four fixes; this PR lands one of them.
- **The "FPGA 35/35 at 323 MHz Artix-7" dispute is NOT settled here.** A
maintainer adjudicated that question on master in `59ae2aeee`. #2081 proposes
a different resolution in `specs/numeric/formats_catalog.t27`. That file is
untouched by this PR, the disagreement is unresolved, and **#2081 remains
open for it**. Nothing here should be read as evidence for either side.
- **#2081's README rows were deliberately dropped, and their claims are now
false.** They downgraded three FPGA rows to RED on measured CI numbers. Those
numbers were true when written on 2026-08-11 and are not true today. Measured
against the GitHub API on 2026-08-20:
- "`fpga-synthesis` CI job failing" -- it **succeeds** in the latest runs.
- "last green 2026-04-14" -- last green is **2026-08-19T19:10:25Z** (run
32291533826, on master).
- "36 success / 842 failure / 3 cancelled over 881 runs" -- now
**50 / 932 / 15 over 997**.
- "`fpga-bitstream` is skipped behind `needs: fpga-synthesis`" -- it
**runs and succeeds**, and uploaded a 7,049-byte `.bit` artifact on
2026-08-19.
The workflow is red again today, but from `fpga-conformance`, a different
job. Landing that text would have replaced two roughly-right rows with three
rows whose every supporting figure is wrong. The README's FPGA status is
therefore **not re-verified by this PR** and may still be wrong in its own
way; it is simply not made worse.
- **No hardware was run for this change.** The LUT figure is a datasheet
property of the part, cross-checked against this repo's own sealed board
definitions. It is not a measurement of any design.
