git_ignore_state reports Trackable, even if the literal line already exists;
only use the existing-line check when the state is Indeterminate. Preserve the
behavior for entries already reported as Ignored.

distinguish indexed paths from untracked paths made trackable by a negation.
When the path is already staged or committed, report it without appending
another ignore rule; preserve the existing rule-addition behavior for untracked
paths.

W0111, migrate sync, and init ensure now consult git check-ignore before parsing the project .gitignore, so entries covered by parent ignore files, .git/info/exclude, or global excludes no longer warn and are not duplicated. Outside git repositories the previous file-parse behavior applies unchanged. RFC-0002 3.8.0 amends C-GLOBAL-COMMANDS to effective-ignore semantics. Fixes govctl-org#48

checked only for .govctl.lock; check .govctl/ using an untracked child path
instead, so an indexed child does not bypass the directory’s ignore check.

Release the local-state ignore amendment as RFC-0002 3.8.0 through the version bump and impl seal, and record the exclusion choice in ADR-0066. A tracked child under .govctl/ no longer hides a missing directory ignore. WI-2026-10-18-001
A tracked child made an indexed check-ignore query treat .govctl/ as not ignored, so check warned and every migrate appended another line. Directory queries now use --no-index. Non-repository tests stop discovery at the temp project's parent. WI-2026-10-18-002
I'm using
govctljust to help with some development that isn't being used by the project, so I'd rather keep allgovctlbits out of Git's view completely. Ignoring paths with.git/info/excludelets me do this. Support this withcheckandmigrateby accepting it as a way to ignore always-local state instead of leaving evidence ofgovctleither as excess diff in contributions or permanent uncommitted local state.Developed with Muse Spark 1.3 Free and gone through review cycles to improve the code.
Summary by CodeRabbit
govctl checknow recognizes effective Git ignore rules—including parent ignore files, repository excludes, and global excludes—when checking.govctl.lockand.govctl/.govctl migrateadds project.gitignoreentries only when those paths are not already effectively ignored. It also handles ineffective rules, such as rules overridden by negation..gitignore.
