Remove the retired FPGA device plugin

Removes the unreleased FPGA plugin and all remaining project integrations.

  • Remove the plugin, admission webhook, CRI hook, tooling, FPGA APIs, and controllers.

  • Remove images, manifests, CRDs, RBAC, NFD rules, example workloads, and generated assets.
• Operator
  • Remove FPGA reconciliation, webhooks, device selection, metadata, and samples.
• Documentation and tests
  • Remove FPGA documentation, demos, fixtures, and test coverage.

Removed the remaining opae-nlb-demo entries from lib-publish.yaml and scripts/set-version.sh in e94fef0. Confirmed .gitignore and the repository have no remaining FPGA/OPAE references.
