Update SDK and support us-west placement

Summary

• Bump github.com/kernel/kernel-go-sdk from v0.117.0 to v0.120.0 and update its checksums.
• Add us-west to the shared region validator and existing region flag help. No new commands or unrelated SDK feature exposure.
• Cover browser/pool create and list forwarding, browser request serialization, and surfacing a disabled-region HTTP 403 without changing the requested region.

Defaults and server-side region authorization are unchanged. Recognizing us-west in the CLI does not enable it for an organization.

Validation

• GOTOOLCHAIN=go1.25.0 go test ./... passed.
• Focused browser/pool region and disabled-region tests passed with -race.
• GOTOOLCHAIN=go1.25.0 go vet ./..., make build, and git diff --check passed.
• Full go test -race ./... reports pre-existing pterm spinner races in template-creation tests. Reproduced TestCreateCommand's race on unmodified main; these files and dependencies are unchanged.

52 additions / 11 deletions across seven files. No API, feature-flag, or deployment changes.

Overview
Adds us-west as a supported --region value across browser sessions, browser pools, and auth-connection browser settings by extending the shared region validator and updating related flag help text.

Bumps github.com/kernel/kernel-go-sdk from v0.117.0 to v0.120.0 so create/list calls can forward the new region to the API. Tests cover us-west mapping for browser and pool list/create, plus surfacing a region_not_enabled HTTP 403 when the org has not enabled that region (CLI still accepts the flag; authorization stays server-side).
