This set of patches improves make install and moves some of the installation steps from packaging level directly to source level. The documentation was slightly changed to follow these changes. Also it should be simpler to use fapolicyd directly built from sources now.

- install tmpfiles.d config to create RUN_DIR during boot
- let fapolicyd to create RUN_DIR on its own if it does not exist yet
- drop RuntimeDir from fapolicyd systemd unit

This change should make the process around RUN_DIR more straight forward.

It addresses the issue [1] when RUN_DIR is not created after reboot. tmpfiles.d
config was originally installed only by .spec file and so it didn't work when
fapolicyd was installed from sources.

Another problem appeared with fix for [2] - RuntimeDirectoryPreserve=yes causes
that RUN_DIR is not cleared when fapolicyd is stopped, but at the same time,
systemd tries to change file attributes when it starts fapolicyd again, i.e. it
changes RUN_DIR file owners from root:fapolicyd to root:root and this is not
allowed by SELinux policy and not even wanted behavior.

Now, RUN_DIR is either created on boot by tmpfiles.d or during fapolicyd start
up by fapolicyd itself. Clean up is left on the fact that /run is generally on
tmpfs.

This was originally left on packaging. But it's useful to have this thing
installed directly by `make install` and shipped in released tarballs.
Use pkg-config to get values of systemdsystemunitdir, tmpfilesdir, sysusersdir
