Language/Region selection - Ukraine

Bug description:
Ukraine is incorrectly grouped together with Russia in the language and region selection. This should not be the case.

Steps to reproduce:

1. Boot Linux Mint using a live USB.
2. Try to change the system language to Ukrainian or set the region to Ukraine.

Expected behavior:
Ukrainian language and Ukraine region should be available and listed independently.
