Expand development seed data

Summary

• expand the development tag catalog across environment, energy, mobility, housing, water, food, health, civic, and technology topics
• add eight new issue branches with paired solutions, tag and SDG mappings, and realistic voting activity
• seed community metadata including user interests, newsletter preferences, wanted skills, and node membership

Why

The existing fixtures were heavily climate-focused and left newer community features empty. Broader, connected seed data gives local development and demos more representative feeds, filters, profiles, contribution prompts, shared attribution, and permission states.

Impact

Development and demo databases gain richer topic coverage and populated community metadata. There is no production schema or runtime behavior change.
