Generally, you shouldn't start cluster sharding or any features that depend on a cluster until a cluster has been formed, otherwise, you tend to find lots of spurious errors in the logs during cluster bootstrap, which makes it very hard to debug cluster bootstrap when it's not working due to all the noise.
