Read and set camera binning in CameraBase

• One binning implementation for every camera in CameraBase, using MM's standard Binning property; the vendor copies and empty setBinning() stubs are removed.
• The frame size refusal now says "Cameras tab".
• 2 and 2x2 are parsed whole, so a factor of 16 no longer reads as 1.
• setBinning(int) sets the camera and reads it back; getAllowedBinnings() lists the factors it offers.
