Create Rate optimization Pricing models page (POC for future release)

🛠️ Description

Create a simple pricing model page that breaks down pricing options to identify opportunities to save via commitment discounts. This is an early preview that is not complete. The page is hidden by default. This is only in the KQL Rate optimization report. It will be added to the storage report when finalized.

What happens if we don't make this change? Isn't this what causes that warning message about PBI version being different?
Not a big deal, though.

I suspect it is causing that message. I'm not sure if we can avoid it all the time. It depends on what's changing. I'm a bit nervous to remove it when there are big changes. I do remove it when there are small changes that don't touch change JSON object properties.
