fix: close eight knowledge-garden configuration and navigation defects

Issue mapping

• Cursor ignore rules are stored under .cursor/rules instead of the repository root #116 moves Cursor ignore rules to the repository root and tests the canonical location.
• Configured mobile pull action depends on a disabled plugin #117 enables the bundled provider used by the mobile pull action.
• Six committed hotkey chords are assigned to multiple commands #118 removes six duplicate shortcut chords and tests uniqueness.
• Daily Notes points to a template path that does not exist #119 removes a Daily Notes template path that is not in the repository.
• Committed Obsidian workspace contains sensitive strings and ten missing file references #120 replaces local workspace state with a public-safe starter layout and marks it binary in diffs.
• Published Bases index links to 25 files that are not in the repository #121 aligns the published Bases index with the four committed Base files.
• Published ACCESS entry page contains 26 unresolved navigation links #122 refreshes the published ACCESS entry page with current repository entry points.
• Published Canvas Cursor guide links to four removed rule and prompt files #123 updates the Canvas Cursor guide to maintained prompt, rule, and specification sources.

Each issue has its own implementation commit. #116 and #120 also have one follow-up commit for formatting and diff privacy.

Verification

• node --test scripts/*.mjs passes 31 tests.
• Post-fix audit reports the root .cursorignore, an enabled mobile command provider, zero duplicate hotkeys, zero missing workspace references, zero sensitive workspace strings, a valid Daily Notes folder, and no unresolved links in the three repaired published notes.
• git diff origin/main...HEAD --check passes.
• The PR diff scan finds no token, private-key, or email pattern.
