fix: preserve shared localized draft changes

Fixes localized draft status handling when draft saves change non-localized/shared fields. With localizeStatus, shared draft changes now mark every locale as draft, while localized-only draft saves preserve the other locale statuses.

The bug had three contributing factors:

1. Non-localized draft data could exist while another locale still reported published.
2. Draft reads for the published locale did not consistently surface those shared draft changes.
3. Saving a draft in that second locale could then overwrite the shared draft data.

Adds schema-aware shared-field comparison for draft saves and applies the invariant in collection and global update paths.
