Summary
Removes [bdist_wheel] universal = true from setup.cfg.
Context & Motivation
Fixes #635.
pymemcache 4.0.0 dropped support for Python 2 and requires python_requires = >= 3.9 (Programming Language :: Python :: 3 :: Only). However, keeping universal = true in setup.cfg caused built wheels to be tagged as py2.py3-none-any.whl, incorrectly signaling Python 2 support on PyPI and triggering setuptools deprecation warnings.
Removing this setting ensures wheels are built with the correct py3-none-any.whl tag.
