I'd say if there is a portlet assignment stored, we should export it, whether Volto is installed or not. How else would you find out there is a portlet assignment that doesn't need to be there?

We can skip creating a portlets.xml if it would be empty though.

@davisagli Right now, for all Volto sites we do have portlets because Producs.CMFPlone adds them.
