Upstream PR porter-dev/code#6225 introduced the top-level
porter sandboxCLI namespace and shippedporter sandbox list, which paginates active sandboxes for the current project and cluster with--phase,--tag, and--outputfilters. The command is gated by thesandboxes_enabledproject feature flag.Changes
