Global-admin listing of users whose exercise role grants evaluations:write, so the assignment picker can only offer names the assign endpoint accepts. Refs #45
Own route off the report list: assign a submitted report to an evaluator, remove one with a reason. Unassign reuses the endpoint that shipped with W5-4. Refs #45

What this adds
A screen where a global admin can assign evaluators to a report, and remove them
again, from inside the app. Until now that had to be done directly in the database.
