feat: align repo with Agent Plugins and rebrand - #29

Add a root plugin.json for Agent Plugins 1.0.0 claimed conformance, vendor the manifest schema with pytest coverage, and rebrand to RHDH Users Agent Plugin while keeping the skills installer as an additive install path. Co-authored-by: Cursor <cursoragent@cursor.com>
