Currently, we only expose the OTLP endpoint as a CLI argument. We would like to configure the settings of the OTLP exporter with the full set of settings available.

Expose a yaml file configuration that the runner can pick up.
Describe alternatives you've considered
Accept the env vars of the OpenTelemetry OTLP exporter SDK to configure the exporter.
Additional context
Some of the settings are important - it might also be necessary to allow setting settings such as authentication.
