Remove splunkoutputsexporter, now owned by splunk-otel-collector - #136

The splunk_outputs exporter now lives in signalfx/splunk-otel-collector under pkg/exporter/splunkoutputsexporter. The TA config parsing and output-exporter construction it relies on stay here in pkg/splunkta and are imported from there. Nothing in this repo imported the exporter, so the removal is clean. Should merge after the splunk-otel-collector side lands.

Removes
pkg/splunkoutputsexporter. Thesplunk_outputsexporter now lives in splunk-otel-collector underpkg/exporter/splunkoutputsexporter(signalfx/splunk-otel-collector#8037), mirroring thesplunkinputsreceiverremoval in #132.The TA config parsing it relies on (
pkg/splunkta) stays here and is imported from the SOC exporter via a pseudo-version. Nothing in this repo imported the exporter; only a stale doc comment intabuilderreferenced it. Merge after the SOC side lands.
