Cache PyPI shields for 12 hours

I'm always greeted with a rate limited by upstream service shield looking at the index page.

Once can actually configure a cacheSeconds via URL parameters.

HTTP cache lifetime (rules are applied to infer a default value on a per-badge basis, any values specified below the default will be ignored).

This change sets the lifetime to 12 hours for both PyPI downloads and version shields.

You can't see the improvement yet until the rate limit is over. It should prevent future rate limits from recurring.
