Description

Three small follow-ups to the Update Consumers workflow after its first real run for 1.6.2.

• The workflow run page now lists every plugin with its result: the PR it opened or refreshed, "already on" the version, or failed. The same list prints at the end of a local run.
• Each run is named after its version, like "Update Consumers 1.6.2" or "Update Consumers latest (dry run)", so the Actions list shows what each run did.
• If composer can't see the new version on Packagist yet, the run stops straight away with a "try again shortly" message instead of failing in every plugin. Packagist's CDN kept serving composer the old list for about 13 minutes after 1.6.2 was tagged.

Testing Instructions

1. Run composer release:update-consumers -- 9.9.9 --dry-run. It stops right away saying composer can't see 9.9.9 on Packagist yet, and nothing gets cloned.
2. Run composer release:update-consumers -- 1.6.2 --dry-run stellarwp/kadence-pro. It ends with a "Results:" list showing stellarwp/kadence-pro: dry run.
3. After merge, run Actions → Update Consumers with dry run checked. The run's summary page shows a table with one row per plugin.
4. bun run test:shell covers both.
