### Beta features (`tinyfish beta`)

Strict agent mode (`--mode strict`), `--max-steps`, and fetch highlights need the TinyFish beta program. If a request fails with a 403 that mentions the beta program:
1. Ask the user whether they agree to join; joining opts them into occasional TinyFish product surveys. Wait for a yes.
2. Only after they agree, run `tinyfish beta join --agree-surveys`. Report the `capabilities` it returns.
3. Retry the original command.

Never pass `--agree-surveys` without the user's explicit agreement.

`tinyfish beta status` shows enrollment and capabilities without changing anything.
