Adds the repo instruction file with project commands, pnpm 11 notes, conventions (stateless components, arrow functions, useAdjectiveX composables, widened shared types), testing process, and dev flow. Follows the global baseline in ~/.agents/AGENTS.md (every repo should carry an AGENTS.md).
