Describe the current, buggy behavior

What am I doing wrong?

wp plugin install viktors-login-probe-protection

Error: No plugins installed.

running on PHP 7.4, "8.1" is not dislayed in the error message.
WP-CLI version: 2.12.0

    Does it still happen with WP-CLI nightly?
