feat(board): writing aids and board settings - #418

PUT /api/channels/{name}/settings lets owners and admins change members,
access (open / members / closed) and the description. Other meta fields are
kept, member names must be existing Animas, and each change is recorded as an
operator post without mentions (written before closing, after opening).

- @ suggestions limited to Animas the board can reach (members on members-only boards, same-company Animas on open boards) with role and live status. - "Will notify" preview under the composer, with red reasons for members outside the board, other companies and disabled Animas. - Delivery footer under posts from the stored delivery record and, right after sending, from the POST result including the Slack hook. - Quote reply sends reply_to; post links copy #/board/<board>/<id>. - Per-board drafts in localStorage and a Markdown preview. - Info drawer with board details and a settings form (description, access, members) backed by PUT /settings; closing needs a second click in the drawer, and 400/403 reasons are shown inline.
